Taiwan is surrounded by sea, it is located at one of the main shipping channel in the South-East Asia. International trade is crucial to the economic development in Taiwan. The shipping activity is quite busy around Taiwan. Since most of the crude oil is imported from other countries, any shipping accident may cause serious oil pollution problems. Applying appropriate oil spill software, collecting local marine environmental data and possible oil types in the region, we can construct a dedicated oil spill scenarios and risk assessment. That can be serves as excellent underlines for oil spill preparation and response. This project has achieved seven main goals. Both local marine environmental data and oil types have been collected for the central Taiwan. OILMAP was adopted to simulate possible routes and fates of spilled oil in the region. Assessing oil spill risk for central Taiwan provides an optimum arrangement of oil spill response equipment. More than a dozen of oil spill scenarios have been simulated for both field oil spill cases and oil spill drills. Possible oil spill scenarios, based on the latest marine environmental data and oil types, for both southern and northern Taiwan have been updated. We set up the standard operational procedures for how to use ADP to take field current measurement. A training course, demonstrating the procedures with hands on practice, has been delivered to the people from Coast Guard Administration who shall make use of the ADP later on. Description and comparison between ChemMap and ChemSIS have been documented. Particularly, a case study, applying ChemMap to simulate a chemical spill scenario in the offshore of Hsin-Chu, has been implemented and reasonable results present. All the simulated oil spill scenarios and results of this study had been burned on CDs and had been transferred to EPA. A training course was delivered to both general public and professionals for presenting the main results of the project. The experiences and results of this project can be extended to every coastal region around Taiwan.
